DHS to conduct telephone survey with new Elderly Waiver participants

The Department of Human Services (DHS) Aging and Adult Services Division announced this week that they are working with the University of Indianapolis Center for Aging and Community and Knowledge Services to conduct a telephone survey of new Elderly Waiver (EW) participants. The purpose of the survey is to learn about new EW participants’ long-term care needs and decision-making leading up to enrollment.

Elderly Waiver Rate Caps Increase January 1

The customized living and overall case mix caps in the Elderly Waiver (EW) program increase effective January 1 because they are tied to the increase in care center rates. The customized living caps increase by 3.64%, which is the amount of the 2020 care center increase, and the overall EW caps are going up by 3.60% due to some minor rate changes in a couple of EW services. Members should be aware that, particularly for any clients who are near one or both of those caps, the higher cap will allow the case manager to authorize additional services that they have not been able to authorize previously.

Elderly Waiver Rate Caps Increase Jan. 1

The customized living and overall case mix caps in the Elderly Waiver (EW) program increase effective Jan.1 because they are tied to the increase in nursing home rates. The customized living caps increase by 6.14%, which is the full amount of the 2019 nursing home increase. The overall caps are going up by only 5.39% due to some increases that did occur for home delivered meals and PCA services.  

DHS Moving Forward with Consolidation of Disability Waivers

The Health and Human Services budget bill that passed during the 2019 special session includes several provisions that advance a proposal known as Waiver Reimagine. Over the next several years, Waiver Reimagine will combine the four existing disability waivers under two new waivers, one for individuals living independently or with family and one for clients in residential settings. 

Senate HHS Budget Bills: No Cuts to Nursing Homes; Rate Enhancement for Some EW Providers

We were very pleased that the Senate bills do not include the Governor's proposals to cut nursing home funding or create a new, but seriously flawed, property rate system for nursing homes.

The Minnesota Department of Human Services (DHS) released a final report on Elderly Waiver (EW) rates that suggests numerous changes to reflect how services are provided and what type of staff provide them. The good news for providers is the evaluation reinforces the point that current rates do not reflect the true value of the service provided.

Elderly Waiver Rates for Jan. 1 Released

The Minnesota Department of Human Services (DHS) yesterday published new rates for services under the Elderly Waiver (EW) program and other waiver programs that will take effect on Jan. 1, 2019. The new rates reflect the impact of the EW rate reform that the Long-Term Care Imperative was able to pass in 2017.

The proposal reflects the recommendations of the Governor’s Consumer Task Force on Elder Abuse convened by AARP late last year and a recent program evaluation of Office of Health Facility Complaints (OHFC) from Office of Legislative Auditor.
